Ruler of the house of God - He had the command over all secular matters, as the high priest had over those which were spiritual.

Seraiah the son of Hilkiah, the son of Meshullam, the son of Zadok, the son of Meraioth, the son of Ahitub, (c) [was] the ruler of the house of God.
(c) That is, was the high priest.
